The present work consists of analyzing the social participation in the São Paulo process legislative during the revision of the Land Use and Occupation Act, which had as its product the Municipal Law No. 16,402 of March 22, 2016. Through the evaluation of the results generated by the participation in Public Hearings of citizens interested in influencing the content of the legislation, it seeks to list its influence in the processing of PL 272/2015 in the City Council of São Paulo. To this end, a literature review on democracy and the city is proposed, a systematic literature review to understand the relationship between democracy and the concept of smart cities, and an analysis of the legislative process. As a result, there is an influence of social participation, but it is not a majority in the changes that occurred during the process. From the analysis of the practice of social participation in legislation that directly impacts citizens and the presentation of the results of pressure from its various participants, it is possible to indicate ways to improve the quality of local democracy, making the city more sustainable in its political dimension. |
