Resumo: This work has as its object the study of teachers' perceptions in the Municipal Education of Osasco in relation to incorporation of the principles and attitudes involving the Democratic Management. We take as starting point the educational evaluations conducted in the municipal education in this city, in the years 2010, 2011 and 2012, in which tried to identify the contributions of projects brought by foreign educational advisory and by the political education of the local municipality, from wich we select a sample of schools and teachers among those involved in these evaluation processes. Defined the experimental universe, we used the methodology of focal group to collect the teachers' social representations about democratic management based on three sets of relations: school and community, school and school staff, and school and government to, then, examine it in the light of the principles referred to democratic management according to the theoretical production by Paulo Freire, José Eustáquio Romão, Moacir Gadotti, Ana Maria Saul e Vitor Paro, among other scholars of these themes. And while we are on the subject about schools, we talk about people and culture, serving us especially in the concepts of school culture and teaching culture brought by Pérez Gómez (2001). The survey showed, among other results, the difficulties faced by teachers in relation to the discontinuity of government actions, the low participation of teachers in professional implementation of processes of democratization of school unity and the ignorance of need for continuous training to integrate the principles democratic management in the reality of school.
