In the context of sustainable public management, public procurement has become a strong instrument of public policy in the State. Through sustainable purchasing, governments seek to achieve the Millennium Goals and responsible consumption and production practices. The economic issue is no longer the only factor to be analyzed when it comes to bidding; environmental responsibility has gained strength with agencies and managers, who are increasingly seeking to adapt to the new reality. The objective of this study is to analyze the barriers regarding the participation of the Army in sustainable public procurement in its military organizations based in part of the Southeast region. As a methodology, a bibliographic research was carried out in the first phase of the work, in order to obtain a theoretical basis regarding the studied theme. The sources consulted were Scopus, in addition to electronic magazines, books, articles, websites and dissertations. A survey was used as a data collection method for a universe consisting of 115 units of the Army, for the military personnel in the Procurement, Bidding and Contracts Sector. As a conclusion of this research, there was limited regulatory knowledge and significant presence of institutional, organizational and financial barriers. |
