Technological and scientific aspects have generated profound changes in society. Companies, inserted in this scenario, to continue to exist and maintain a competitive advantage, must be attentive to changes and adapt quickly and precisely. Within this same perspective, the legal system has sought to keep itself updated, in order to regulate the new relationships endowed with peculiar and innovative characteristics, which are emerging on a large scale. This legislative renewal is reflected in business environments. In this apparently troubled scenario, startups appear, endowed with a high degree of innovation and focused on technology, seeking to bring basic solutions and facilities to the daily life of the population, through applications and / or platforms, constituting themselves in a new way of creating business. In order to achieve the full development of startups, it is essential that innovation is maximized, this can occur through the creation of a favorable environment called "innovative ecosystem". The ecosystem is subject to state regulation and regulation. This work proposes the following research question: How can the information available in draft laws contribute to the construction of an innovative ecosystem in startups? The general objective of this study was to propose a model capable of enabling startups to analyze bills, aiming to influence the innovative ecosystem in which they orbit. At the end of the work, it was possible to identify the current state of the art of the innovative ecosystem in startup. The possibility of following up on draft laws was also noted, as well as in the Municipality of São Paulo, the existence of 59 bills in process, with the potential to affect startups, was identified, demonstrating the vital importance of this analysis for the survival of organizations. The work also made it possible to identify how startups have followed the ecosystem in which they orbit. Alongside technology, the market and legislation, the bill emerged as a possible fourth causal force for innovation. It can be seen that startups pay attention to the ecosystem, however they have difficulties in identifying and relating to the players that make up the innovative ecosystem in which they orbit. It was also possible to identify some advantages generated by monitoring the bills. And, finally, the work resulted in a proposal for a model for monitoring bills in order to provide startups with better analysis conditions, aiming to influence the innovative ecosystem in which they orbit. The main theoretical contribution of this work was to demonstrate the importance of bills for the innovative ecosystem in startups, from the perspective of Institutional Theory. And, regarding the empirical contribution, it should be noted that the follow-up model was the main finding of this work. The proposed model makes it possible, through its steps, to analyze the bills, as well as, through direct and indirect pressures, to influence the innovative ecosystem in which the startup orbits. The monitoring of bills will, in some situations, make it possible to ensure competitive advantage and, in others, it will ensure the organization's survival. |
