This work aims at the understanding of the meanings which guide the structuring of the extension program and its practices at the Federal Institutes of Education, Science and Technology, academic organization, founded in 2008, in replacement of the previous Federal Centers, in order to keep on dealing with the challenges of fostering professional education in high school and graduation levels. The relevance of this work is due to the recent changes in the legislation that determined, to the Federal Institutes, the same principles which were, so far, assigned by the Brazilian Federal Constitution of 1988 (art. 207) only to the universities, i.e.: didactic, scientific, administrative, financial and property management autonomy; non- dissociation of teaching, research and extension. The method in this work consists of quantitative-qualitative research, proposing the collect of data, by using: i. a questionnaire, applied to coordinators, directors and pro-directors that work or have already worked in the institutional management of the extension area of the Federal Institutes; ii. Documentary research, through which it was possible to analyze the legislative and ministerial production related to the university extension programs and the reports of the work meetings of the Extension National Network (Renex) and the Pro-Rectors National Forum of Extension (Forproex); iii. Bibliographic research, with a review of the academic production on the terms “university extension” and “extension at the Federal institutes”. The analytical work of the collected data was carried out by using the technique of statistical and descriptive analysis and the theoretical reference framework that scripted the research questionnaire and guided the quantitative analysis derived both from the technical reports of Renex (Extension National Network) and Forproex (Pro-Rectors National Forum of Extension) and from the theoretical production resulting from the bibliographic review, highlighting theories based on the Freire’s pedagogical thinking, who reinterpreted the extension activity in the academic universe, especially through the category of the dialogism. Pedro Demo (2001a) and his interpellation about the place of extension in the academic scenario and the “bad conscience” of the university about it; Malvina Tuttman (2001), significant theoretical figure in the institutional approach of the theme of extension at the Brazilian universities, who emphasizes the need for curriculum flexibility for better qualify extension actions. The research subjects who collaborated with the development of the proposed research totaled: 21 extension deans, 54 extension directors, 168 extension coordinators and, finally, 62 Internship Coordinators or representatives of the IF sectors. The conclusion was, then, that the Federal Institutes across the national territory have put in practice actions aimed at extension, an inseparable principle of Education, and that, each one has its actions guided by the legislation, but also, because they are autonomous institutions, they do not have the same structure, since each one articulates their own extension actions individually. During the process of building knowledge about the theme analyzed in this thesis, it was realized that the extension, in the referred context, is considered a fundamental element for the strengthening of Education and that the practices of extension go beyond meanings, legal conceptions and implementation, for the main objective of the extension actions in those institutions is designed to put into practice the academic knowledge acquired in order to be delivered to the internal and external community of the teaching institutions. |
