The main objective of this study is to analyze the role of the Judiciary in the implementation of the São Paulo Strategic Master Plan (PDE), focusing on the collective legal actions that questioned it during the period of its implementation, that is, July 31, 2014, to December 31, 2020, considering that in 2021 the popular debate began regarding the review of the PDE/2014. Through a documentary analysis of the processes distributed in the Hely Lopes Meirelles Forum, the aim is to identify and analyze the main litigious themes, the parties involved and the procedural process in the period under study. The research contributes to deepening the debate on the relationship between the Judiciary and urban management, highlighting the importance of judicial control in the implementation of complex public policies such as the PDE. At the end, an appendix is presented with detailed data on each action, allowing a more in-depth analysis of the themes and providing rich material for future research on the city of São Paulo.
