Resumo: The general objective of this research was to understand how performance and quality indicators can be used to promote institutional policies in Brazilian Federal Universities. To meet this general objective, we used a semi-structured script interviews with the managers in four Brazilian federal universities selected based on the results obtained from both the performance indicators evaluated by the Federal Audit Court (TCU) and the quality indicators of INEP from 2010 to 2016 and, therefore, the universities that had the best results were UFMG, UFGRS, UFLA and UFSCAR. However, to guarantee confidentiality, as requested, we decided to code the universities selected for the research, in random order, such as university 1, university 2, university 3 and university 4. In addition to the interviews, this research used secondary data, collected through bibliographical and documentary research on the official websites of the researched universities. For the content analysis, the IRAMUTEQ software was used and for the analysis of the results it was decided to do the triangulation of data sources, in which the answers of the interviewees of each university were compared with the official documents raised in light of the theories that deal with Strategy, RBV and Information Management. The research findings pointed out that the researched universities, with the exception of the current management of university 2, make use of performance and quality indicators in the elaboration of institutional policies and that these are seen as guiding the way to be followed by management, since they make possible know the reality of the institution and thus establish the institutional policies that are really necessary for its development. However, the results of the research showed that, due to the fact that the current management of university 2 is composed of inexperienced managers, it was pointed out that this would be one of the main reasons for the difference found between the present and previous management practices, relation to the perception of the importance of the indicators and the institutional information that compose them, since these are considered strategic resources for the management. Therefore, the question about governance influences the way in which management conducts its work, given that management in which a greater maturity in the governance process is perceived, better understand the importance of the indicators and of all the information and use them strategically.
