The proposal of this study is to verify the pastoral action of the Catholic Church with reference to the Homeless in the city of São Paulo. The purpose is to form a theoretical concept about the social contribution of this pastoral action in an urban context, having in the action of assistance organizations his starting point. The method of this investigation is bibliographical. The study supposes that the pastoral action is directed to the priority, conquest and recognition of the material, psychological and social necessity of the Homeless. The action concretizes itself by social and political intervention, envisaging the effectuation of public measures attending the demand of the Homeless. A contribution of the pastoral action is to demonstrate the absence of public politics which turns it difficult to acknowledge this social group as people with capacity to produce and make part of the general society. Revealing a lack of political action, the pastoral action represents an alternative for the acknowledgement of people who live on the street, by partnerships with non-governmental organizations and social movements, like the MST (movement of the landless people), constituting a way of social reinsertion and promoting forums for the creation of public measures com direct participation of people who live on the street or in shelters in the city of São Paulo. Therefore, this study verifies a social action which has its base in social responsibility, dynamic for practicing partnerships based on cooperation, and which incorporate different social spheres to effectuate the social rights of the Homeless who live in urban areas like the city of São Paulo
