Resumo: Inside the Safety Management Systems (SMS) context, the risk management is an important tool since it aims to provide the basis for the organizational safety decisions. In this dissertation it is presented a model of risk management focusing on one group of agents of the aeronautical system, the airlines operators. Risk management for these agents is not only a matter of safety, but also of survivability, since, as part of an extremely competitive market, a major accident can lead a company into bankruptcy. The proposed method aims to cover all the main aspects of the risk management process, the method lies on the basic notion that aerial accidents are rare events and then historic data presents a high level of uncertainty. In order to reduce this uncertainty, it is proposed the adoption of deductive reasoning based on experts'; analysis by using Bayesian belief networks models. Besides that, in this work are also presented methods to analyze the events with their causal relations and to establish the acceptable exposure time of a risky condition.
