Resumo: This thesis assumes that information has played an important role in the actions and policies of public safety ranks. Firstly, as an element of power / control of the state and, secondly, as a factor of resistance / power of the subject. It supposes further that information, from the point of view of citizenship, is the ability to record and disseminate other forms of signification, which result from the perspective of communities. Thus, it seeks to analyze the relationship among information, power and public safety, having as its object of study the informational dynamics that takes place atthe UPPs in Rio de Janeiro, considering not only the territory in which they are located, but the various space-time relationships to which they refer. In order to achieve this goal the methodology elected consists of literature review, collection of material from social networking sites such as Facebook and Youtube, interviews with residents and researchers, community observation and content analysis of articles published in the mainstream media. The theoretical approach involved the production of Foucault, Negri, Frohman, Gomes and Wersig González, among others. The UPPs Santa Marta and Morro da Providencia, for their historical values, have been chosen as the sites for this research. With these features, it has been sought to capture hegemonic positions as well as main information actions of other actors on the topic UPP . The multiple and heterogeneous visions identified in this process correspond to different ways of perceiving reality. These different ways face each other in daily disputes for the production and appropriation of meanings / senses and, therefore, give the field under analysis the characteristics of an agonistic space, in which clashes materialize through speeches that not only enunciate, but also constitute reality. The analysis of the informational productions signals that there has been a change in the role of information in public safety policies over time. However, these changes are not the result of grants from the state, but of the struggles of citizens for the appropriation of new informational means that, intheir turn, enable innovations in the relationships between public policies and society
