Resumo: This research aims to analyze the attraction factors of technology-intensive foreign direct investment to Minas Gerais State, looking for the comprehension about which are the main determinants and in which extent the carried state policies are effectives in these terms. The main types and theories regarding the patterns of international production are first discussed, having in mind a better comprehension about the research goal. Furthermore, it was also pursued which are and how perform the positive impacts of the foreign direct investment in the development of the recipient regions, as well as why the presence of technology-intensive companies could result in bigger benefits spillovers than other sectors. It was also analyzed the role of the governments at investment attraction and promotion and the current overview of this kind of public policies in Brazil and in Minas Gerais. Finally, it was collected data aiming to verify the correlation between the investment promotion public policies and the technology-intensive foreign companies’ demands in Minas Gerais. The methodology used was the bibliographic research and interviews with public managers of state institutions related to the foreign direct investment promotion and with the technology-intensive multinationals that already are installed in the state. The analysis aimed to verify if the attraction factors pointed by the companies are well explored and included in the investment promotion public policies in Minas Gerais. Thereby, it was possible to note some convergences, but also significant divergences between the shared opinions of companies and public agencies about the determinants attraction factors in the state. It was also noted the existence of substantial gaps of articulation among the state public departments responsible for attraction, financing, incentives and supporting the foreign direct investment in Minas Gerais.
