Resumo: This dissertation aims at discussing and thinking on modelling organization. Emphasis was put on examining whether this process would contribute to change or to difficult organization's improvement. The recearch was developed in the Municipal Department of Education in Rio de Janeiro (SME/RJ), with a clear option to study an educational environment to evaluate existing influences of formal structures and administrative strategies on teaching quality and on unsuccessful results produced by schools in the municipality . The study concludes that the changing process which has been carried on by SME/RJ has not contributed toward the reshaping of the organization to enable democratic participation of teachers, students and general workers on the decision-making processo The installed changing process has sustained old bureaucratic structures rather than replacing them by modem decentralized and flexible models and behaviours.
