In faet, the presence of eo11eges in the region creates a whole social and eeonomiea1 system whieh develops itself from the school 1ife. The teaehing system because of its dynamism hecame the principal means of attraeting a flow of students and subsequently exportin~ 9raduate students, with all the eharacteristies of an industry whieh produees and exports edueation. Indeed, the university edueational system of the $outh of Minas, as it attracts students resourees for its maintenanee and the operation of its sehools as well as exports 0raduate students, eonsists in a productive aetivity whieh generates ineome, jobs and other s6cio-eeonomical benefits to the region. At the same time~the teaehing system is characterized as an important instrument of 'brain-drain', being therefore, a factor of regional divesment.
