Resumo: |
This study aims to construct a model of competencies management in a particular NGO, based on a survey-action methodology and a social management approach. The field research was accomplished from January until December 2005 at Instituto Bola Pra Frente and it is supported by a model of participative management, regarding a critical reflection of management models used in the third sector specially by NGOs. It introduces an antithesis to the concept of strategic management adopted in the second sector, which have an utilitarian basis and do not regard personal and previous individual experiences of those who work in this sector ́s organizations. In order to contextualize the NGO ́s an the third sector ́s background, the field research is anticipated by a brief historical overview about the State ́s performance to build up citizenship and the main characteristics of the NGOs and the third sector. |
