Resumo: In Brazilian context nineties, the Management Councils of Public Policy have become an important instrument for democratization of Public Administration, able to promote the participation and involvement of society in the public policy arena. In public governance can be seen as a tool to control the public administration and make it act in accordance with the interests of society. Nevertheless, an analysis of the literature points to factors that may hinder or inhibit the action of the Councils, which may result in the performance of different functions. Understanding the roles played in practice by Management Councils of Public Policy in Public Governance is the main goal of this work. Therefore, Municipal Councils of Tourism were objects of study. Semi-structured interviews were conducted with counselors in order to understand the roles played by these Councils, from the perspective of those directly involved in this process. Results identified characteristics of the roles democratic, symbolic, strategic and advisor, which are influenced by factors such as time of existence, members motivation and the current political and economic. The contribution of this work is to broaden the debate on the role of the Councils in search of a performance for development and in meeting the expectations of society.
