Interpretations about the functioning of the coalition presidentialism has sought to understand how the president is able to implement its political agenda, using, for this, his constitutional prerogatives. Whether the legislative powers, are the naming and organization of administrative structures. Despite the existence of a vast literature about the legislative process and the relationship between the legislature and executive, there are few studies on the internal dynamics of executive functioning and impact of political dynamics - the formation of the cabinet - on public policy . This paper analyzes the constitution of the Growth Acceleration Program, known as PAC, while a coordination mechanism created by the president, analyzing the political context, the role of the Casa Civil and previous experiences on coordination of priority investments. It also analyzes the possible impacts of the PAC in the Ministry of Transport. |
