Resumo: This study about the contribution of social politics to the democratic process that is built up in the relationship between State and Society aims to demonstrate the importance of institution and evolution of institutional mechanisms in the politics of childhood and adolescense informal education area which would let us to characterize them as emancipated social politics that contribute to create a politic social space. We inteded to analyse the mechanisms that were institutionalized in Curitiba between 1983 and 1996 and to verifY the democratization degree of these politics. In order to do this we built up a methodology that was based on the knowlowdge from our activities in this area, on the aim research and on the bibliography about social politics. We examined the process of the institutional mechanisms establishment during the four different administrations that concem to the period of our study to check the continuities and discontinuities of this process, the intervenient factors and the participation degree and the autonomy of the different subjects - children and adolescents, their parents, civil servants from this area, community and organized coIletive groups. From this study we can conclude that the social assistance politics only can be considered social politics if institutional mechanisms had been established either at the State leveI or in the relationship between State and Society, that is, if politic processures of participation and control had been institutionalized.
