It has been frequently testified that well-elaborated plans cannot be successfully implemented, in despite of the existence of sufficient and suitable resources and spite of a previous identification of the elements that might influence the implementation. This seems to be due to the fact that and careful process of any serious ill)plementation is affected by many unforeseen events, which often turn it into a highly difficult task even under the best conditions. This dissertation is a case study of the implementation of the so-called policy for the 'te.JlnÚ.naUdad.e.-antec.ipada' in the Brazilian State of Rio de Janeiro. A few years ago, Rio de Janeiro embarked on the implementation . of a policy towards the adjustment of the basic education curriculum, methods and duration to the L.gricultural society of the State.
