Resumo: Collaborative arrangements are increasingly being used in public program and service delivery as a management tool and to share power and authority with the government's partners in making decisions. The objective of the study was to examine the adequacy of the governance framework for agreements signed between the Rio de Janeiro State Government and severa I counties for the implementation of public works. In particular, to verify if those decentralized public actions meet the principies of leadership, the public interest, transparency and accountability, providing to stakeholders and citizens, proper ways to exercise social control over the implementation of government actions.ln this research were examined the major issues related to effective participation in collaborative arrangements, identified desirable atlributes of agreements and good implementation practices. In the carried through evaluation, accountability to Legislative was often weak and good governance not always assured given the reduced ability to enter into, monitor and oversee the implementation, as well as to evaluate the results and benefits of accounts.
