The crisis which university hospitals – UH’s, including the University Gaffrée e Guinle Hospital, go through nowadays must be analyzed and understood as a consequence of the institutional crisis lived by the forming equipment of the health area; of the financial crisis; and of the spending structure of the health system and the conduction of the public policies. However, it’s possible to establish news bases of partnership between the UH’s and the managers of the Unique Health System – UHS, for the construction of the necessary instruments for the realization of the hierarchization and regionalization of the services, as much as for new curricular guidelines, contributing in the subjugation of some determinant crisis factors. The organizational logic of the insertion in the UHS forces the HU’s to adapt to the attendance of spontaneous demand and to the necessity of invoicing in the UHS’ table, with consequential distortions in the attendance, wastes and little resolution of the system, which leads to an out of step between demand, offer, assistential model, curriculum and research. |
