Resumo: The present dissertation intends to answer the questioning about the adequacy or inadequacy of the Federal Senate of Brazil present organizational structure facing new demands, resulting from the 1988 Constitution promulgation and from the changes in variables and values that have surfaced due to the emerging paradigm in the Public Administration field since 1990. The study recommends to correlate analytically the functions of a legislature, and the technical area responsible for their execution and/or implementation, priorizing the values that meets the public interests and equally respects the constitutional principIes, as defined in the articIes 48, 49, 50 e 52 of the Constitution. The analysis was done by transferring concepts and tools developed by Administration theoreticians to the actual practice of the legislative institution, making it possible by issuing data and updating information, in order to direct the attention to the problem and to widen its analysis.
