Study of the management dynamics in health basic centers, neither the implantation of the Gerus Project ( gerencial qualification course), bared in a caso study of health basic centers of the Health Office of Angra dos Reis. Based on the conception of organized anarchy, formulated by March, Cohen and Olsen (1976) to explain the educational organizations, we worked with the hypothesis that, in parallel, to the gerencial model commended for the project, the reality of the basic centers of health as being constructed with the reiterpretation of the objectives formally determined and with the internaI agreements established. As categories of analysis we use the internaI coalitions, the institutional representation and the conflicts, criticism questions that contribute to the characterization of the organized anarchy. With the information raised got from interviews in the basic centers of health and in the Health Office, we analyze the gerencial and organizational questions emphasizing the interactive process and conflicts. We conclude the study identifying some challenges to be faced by the managers and the possible strategies they may use in the context ofthe 'Municipal'Office of Health. |
