A estratégia militar brasileira e o Exército: uma análise da política declaratória de defesa

Resumo: The Defense National Strategy (END) was the document of National Defense that had the most influence on the military and on the Brazilian society as well. The END formulates strategic directives to achieve the objectives of national defense within the Defense National Policy (PND). The PND is the Brazilian highest level document for defense planning. In order to achieve the targets defined in the END, the Brazilian Army Commander issued guidelines, followed by a plan called 'The Strong Arm Strategy' (EBF). Subsequently, by means of the General Staff of the Army (EME), a document was produced entitled 'The Brazilian Army Transformation Process' (PTEB). Its content is the result of research, diagnoses, formulations and concepts arisen in EME along with the work concerning the END and the preparation of 'The Strong Arm Strategy'. In addition to the management measures for defense matters, the Federal Government made available, in July 2012, the National Defense White Book (LBDN), delivering it to the Congress for appreciation. Several documents on Defense were formulated based on the END. These documents are covered at the strategic level and define who is responsible for its planning and management. This work aims at conducting an analysis of the Defense National Strategy and submitting the documents pertaining to the National Defense which have to do with the Brazilian Army that may be related to the strategic level. As such, there was a discussion about the concept of strategy and the strategic levels and an analysis of the END, considering the existing criticism on this document. Then, the National Defense White Book is presented and a comparison with the END is made. Following this, two documents designed as the outcome of the END were presented: 'The Strong Arm Strategy' and 'The Brazilian Army Transformation Process'. Finally, the strategic levels of the mentioned documents are described and the strategic levels coherence proposed by Luttwak.
