Resumo: This work expressed in the form of an essay with present proposals, attempts to discuss a picture of the foundations and chains of economic factors and public policies, in the present conditions of the financial regulation of the banking system, its causes, conduct and consequences, focused in the stability of the system and not only in the event of systemic risk related but also related with concentration, competition and antitrust regulation in the banking system. In this opportunity, they shall promote several fronts of debates from a set of existing theories, (thoroughly detailed theories) and some of the practices adopted, and also seeking to demonstrate key considerations and variables, as well as their interrelationships between different points of view, and afterwards it trace the conveniences procedural analysis of banking regulation and antitrust banking, and then relate them separately and together, featuring suggestions for regulatory compliance for the banking system in order to prevent crises and events of the systemic risk and antitrust policy, suggesting the pursuit of harmonization in the prevention of systemic risk and the protection of competition without prejudice in the areas of prudential regulation present in the current regulatory priorities.
