Resumo: The present study introduces multiple perspectives about subjects involved within the public assistance policies towards the population living in the streets of Vitória/ES. Specifically, it aims to present reflections regarding the municipal policy implemented in the Center of Specialized Reference of Social Assistance for the adult population in street situation (Pop Center). As a methodology, it was used dialectics and, as research techniques inserted in the field of social research, participant observation and interview, in the semi-structured modality, were used with the street people served by social equipment and with people who work directly with them in the place investigated, besides the analysis of documents, activities records and data. The theoretical development of the study has its basis in concepts of public invisibility and its phenomena, based upon the thinking of Fernando Braga da Costa and the theoretical construction of Boaventura de Sousa Santos on Abyssal Thinking and epistemology of the Sociology of Absences, presented with focus on two out of the Five modes of production of non-existence. Ultimately, these study resources allowed the comprehension concerning the potential of the public policy implemented in the researched social equipment, which can contribute to social reintegration of this population.
