Resumo: The state of Mato Grosso stands out for being the largest corn producer in Brazil, having an important role in the Minimum Price Guarantee Policy (PGPM) which, in turn, allowed the swine chain to establish itself in the state with relative stability and predictability in corn production. However, recent institutional and competitive changes in the grain market, the main input for swine farms, have altered the dynamics of grain supply transactions. The main objective of this dissertation was to investigate the effects of changes in public policy for the formation of public stocks associated with the entry of new competitors in the corn chain in the governance structure of swine farmers in Mato Grosso. To this end, two studies were carried out, which are presented in the form of articles. In the first article, we seek to carry out a systematic review of the literature on public policy for managing agricultural inventories and prices in the instrument for regulating supply, in view of the institutional environment in Brazil in the last 20 years. In the second article, the objective was to investigate the opportunities and challenges for the swine chains in terms of corn supply, through the current institutional environment. The research findings allow reflections on the role of the interdependence of the institutional and competitive environment in the economic performance of the swine chain and shed light on a possible reorganization of governance modes that lead to risk minimization.
