Resumo: One of the major issues for agricultural R&D systems in the extending of private sector participation, especially the level of investment that the private sector is prepared to make. Private sector investment in agricultural research institutions in developed countries averaged 55.2% of the total invested in 2000 while, in the same year, the investment in agricultural research in developing countries by the private sector was only six percent. In Brazil the government invested about 95% of the funds spent on agricultural research, while the private sector invested the balance. However, this study shows that, over the pasta 15 years, investment by the Brazilian government has not been able to maintain its capacity to invest in agricultural research activities. In recent years, the government has been signalling to the community, through the creation of legal instrumentsm, the necessity of increasing private sector participation in the agricultural research and development process.
