Resumo: | This thesis presents an overview of the perceptions of the actors of municipal public purchases, seeking to understand the Critical Factors involved in this process, both in the acquisition directly and indirectly. The general objective of the research is to understand the relationship between the temporal dimension, Critical Factors and the effectiveness of public procurement processes in the health area in municipalities that make up the 5th Health Regional of the State of Paraná. The work consists of 6 chapters, including the introduction. Chapter 2 is dedicated to the presentation of the theoretical framework of reference, exposing the main foundations that guided the elaboration of the research problem and the investigation alternatives, organized in two parts: the one oriented towards the new public administration, is dedicated to highlighting relevant concepts, bringing a theoretical approach that unfolds into sub-items on critical factors, stakeholders and effectiveness, understanding their concepts and implications for municipal government procurement. The second part is specifically focused on the rationale for public procurement, presenting relevant concepts from the literature, unfolding in the analysis of the public procurement process, comprising the procedural flow, as well as the sanctions and judicializations when the need for procedural intervention is required. Additionally, it considers time as a relevant procedural variable in the context of critical factors and the effectiveness of public procurement. The third chapter presents the empirical field through the description of the perceptions of the actors that participate in the process of public purchases of inputs and services in the health area of the municipalities that make up the 5th Regional Health of the State of Paraná. The methodology used was based on content analysis from a qualitative perspective, duly detailed in chapter four. Chapter five is dedicated to the presentation of the research results, firstly describing the perceptions of actors who work in the process of municipal public purchases in the municipalities that make up the 5th Health Regional of the State of Paraná about critical factors and the temporal dimension, constituting interpretive frames. Interpretivism was used as an epistemological basis. Then, the results are discussed, making it possible to associate the perception of critical factors, with emphasis on the time variable, proposing an explanation based on mechanisms associated with the internalization of expectations about effectiveness, which, in turn, is linked to the perceived procedural time and the expansion to the systemic level and for the generation of public value. Finally, the sixth chapter brings the final considerations of the work. As a result of research, it brings the meta-time factor, in the sense of increasing the analysis of effectiveness in the systemic scope in organizations, verified in the speeches of the stakeholders which reflect and establish a relationship with public value and, therefore, hold a social result, situation that emerges as a result of the study, the Critical Time Factor, which is evidenced under the gaze of need, being a goal factor that takes effectiveness to another level related to public value in the condition of social result, and its relationship with the internationalization of expectations related to the perceived time and effect on effectiveness. |
