Paraná State Health Code determinates tthat all houses are obliged to connect to the sewage disposal system when it is available. However, Paraná Sanitation Company reports show that about 20% of houses do not have their connection regularized. The objective of this study was to identify actions to enhance the effectiveness of new connections s to the sewage systems. The methodology consisted in the survey and evaluation of environmental intervention strategies defined in the Term of Reference and the Environmental Working Technical Project (EWTP) used for contracting services; the analysis of the elements recorded in questionnaires administered in the environmental awareness approach; and comparing the additional costs applied for contracting environmental services os “Se ligue na Rede” (Connect yourself on the Net) Program, developed by the Paraná Sanitation Company. Results show that the strategies used for environmental intervention point differences when compared to the actions defined in the Term of Reference and EWTP, signed with the funding agency and effectively executed by the company; social and environmental elements identified in the questionnaires show that most of the communities studied live up to two minimum wages and that important issues such as collection, sewage treatment and legislation requiring the client to connect to the system are unknown by most respondents; The analysis of the additional costs invested in the conscientization of customers who did not respond promptly to the program environmental actions, show that a significant variation in the prices charged between the first and the last contract, which stands out the services called approaches for environmental technical inspections. The analysis leads to the conclusion that the program " Connect yourself on the Net " is not characterized as an environmental project because the services are not performed as planned, it predominate the realization of environmental technical inspection; there’s a need that the Company to reassess the strategies defined for each environmental service registered in the studied documents, in order to obtain a more effective management of services for the achievement of the goal of correct connections; Instigating social mobilization for social participation from the identification of needs, execution of civil works, until the release of houses to connect; Opening more effective channels of communication with society allowing the Company to learn what community thinks and wills; Developing environmental education activities always considering the local reality and culture and care for the preservation of the watershed in which communities live.
