Resumo: The major purpose of this thesis was to understand and characterize the adoption of IT government best practices by Brazilian IT user organizations, based on the perceptions of their executives. The quantitative study had an exploratory and descriptive nature and involved an electronic survey that was sent to one hundred organizations that had distinguished performance in the IT area. The results that were obtained from a sample of 51 respondents show that organizations tend to relate the adoption of best practice models in IT to the increase of the visibility executives have about the return on the investment in IT and the increase in the control and quality of the service provided by IT, i.e. IT governance leads to the achievement of such objectives in a successful way, according to the respondents’ perception. Companies have also shown that the determining factors for the adoption of IT governance best practice models relate to the increasing demand for organizational monitoring and control; the stake-holders’ demand for transparency; the increase in technology complexity;; and the fact that business areas are each time more dependent on IT. The IT governance best practice models that were more often identified in the organizations were Itil, Cobit, Pmbok and the regulations for information safety BS 7799, ISO/IEC 27001 and ISO/IEC 17799. The results that were obtained also suggest that the IT governance concept is directly related to initiatives that intend to increase the control and the quality of services that are provided by the IT area to the business areas in the organization.
