O sistema de informação em vigilância sanitária-SIVISA: ações de vigilância sanitária nos serviços de alta complexidade

Resumo: | The aim of this study was to analyze the information from the Information System in Health Surveillance (SIVISA) regarding the actions of Sanitary Surveillance (VISA) from the establishments and handling equipment of high complexity and of interest to health in the city of Franca, Brazil, as support tool to help analyze the performance of VISA. This is a descriptive, retrospective survey of its type. We used SIVISA, database from August 2002 to July 2009, totaling 186 entries. This system provides data such as origin and purpose of the demands of the actions, irregularities, and the local health situation, health risk conditions, health interventions and upon the team. The project was approved by the Ethics in Research of the University of Franca. For data analysis, we can see that 97.84% of shares were sued for actions scheduled and 1.08% by complaints or requested by another body, respectively. In 85.48%, the objective of the demands was to renew the operating license. Of total establishments, 31.72% had irregular health, categorized into nine areas: documentation, physical infrastructure, human resources, quality of products, preventive maintenance equipment, sterilization process, waste of health, hygiene and environmental protection individual equipment. Of this total, 3.52% received notice of infraction and the imposition of penalty, respectively, 92.95% and written guidance. The conditions of health risks, 88.17% were considered low risk, moderate risk of 11.29% and 0.54% high risk. In 72.58% of the local health situation was satisfactory, 15.59% were satisfactory, restricted, with 10.75% and 0.54% poor with partial ban of the site. Of inspections conducted, 69.89% were performed with only one agent and 30.11% with two or more. The results showed that the SIVISA established as a working tool and management bodies of VISA, is still considered a challenge to the performance of VISA, primarily by gathering a large volume of data and a low use of information by managers. Actually tested, its use has been restricted to agent productivity, coverage and concentration of inspections per establishment, which can be attributed to the design of work process established in the municipality. |
