A influência de elementos de natureza institucional e de natureza racional na formação de estratégias acadêmicas: o caso de uma instituição de ensino superior

Resumo: | Although strategic management in organizations is widely debated and researched, not all features and management models adopted theme apply and show effective results when it comes to Higher Education Institution - IES. This is because the management strategy in these organizations generally happens in a different business organizations due to the dynamic characteristics that influence the way in which strategies emerge and are developed in HEIs and organizations are complex. The main objective of this study was to analyze what are the predominant features in formation of academic strategies of IES, based on the optics of the institutional dimension and rational dimension. In theoretical terms, this study was based on strategic concepts of the theory of organizations and institutional theory, based on theoretical assumptions of the work of Chaffee (1985) and Scott (2001), respectively. The research focus was an institution of higher education in Paraná, located in Curitiba, and known for the purposes of this study, Alfa organization. This is a case study qualitative, exploratory and ex-post facto nature. The period of analysis included the years 2007 to 2012 data were collected by means of documents, nonparticipant observation and semi-structured interviews, applied to directors, course coordinators, and others involved in the decision making process of IES searched. The interviews aimed to identify and analyze how the leaders of HEIs consider the elements of a rational nature and institutional nature at the time of preparation of academic strategies. Data were analyzed using content analysis technique and document analysis. From the analysis, it was found that the formation of academic strategies by the IES assumes an informal character, with a strong presence of interactions between managers and teachers for support in implementing the strategies. Tradition and values of the institution proved to be fundamental to the strategic actions were practiced successfully. It found the preponderance of institutional elements of the training of academic strategies. Among the three pillars presented by Scott (2001), features derived from the cultural-cognitive pillar, followed by the regulative pillar, showed significant influence on academic strategic management of IES. Also verified the presence of some significant elements of rational nature in this process and, when identified, was related to requirements established by the regulator. |
