Public administration has been under pressure to provide immediate solutions to pressing problems, and to provide more and better services to Brazilian citizens. The lack of resources, particularly with regard to time, money and staff, implies the necessary rationalization of public resources through a transparent, more efficient and effective application of these resources. This problem is experienced in the routine of the Brazilian public sector and also in the Planning Office of Santa Catarina Court of Justice. In attempt to clarify scientific research contribution to the theme "Performance measurement in the public sector" it was used the intervention instrument ProKnow-C (Knowledge Development Process-Constructivist). Such tool aimed to provide a selection of relevant theoretical framework aligned with the theme. That process also provided the systemic analysis of the bibliographic portfolio, aligned with the constructivist performance evaluation approach, that aimed to identify knowledge gaps and scientific contribution opportunities in the light of the following lenses: Approach; Singularity; Objectives identification; Measurement; Integration; and Management. For analysis and interpretation of the results was used an intervention instrument, called MCDA-C (Multicriteria Decision Aid -Constructivist). A case study was conducted to present the development of constructivist methodology at the Planning Office of Santa Catarina Court of Justice, culminating in the construction of a performance evaluation model, composed of 21 evaluation criteria, its ordinal performance measuring and the integration of these indicators for a cardinal global assessment of the researched public sector. The results presented provided the expansion of knowledge of the public manager of the context as well as the identification of 13 criteria with compromising performance and the identification of five priority criteria, which, more pressingly, deserve improvement actions, according to decision maker's values and preferences, revealing the tool’s potential use for management and to improve the researched context performance. |
