Resumo: The conflict is inherent in the human being there from the beginning of humanity as part of their development process. Therefore, it is necessary for the development and growth of any family, social, political and organizational system. This dissertation addresses the issue of interpersonal conflict management in the context of public organizations, focusing on the area of security in the prison system. The survey was conducted in two phases. The first phase is characterized by an exploratory research, where the prison public policies at the state penitentiary setting and the environment COPE SPA / SC were characterized. In the second phase it was developed the study of interpretative character case qualitative approach whose result is detailed in chapter four of this thesis. As a result of inferential analysis it was confirmed that the prison systems do not meet the goals for which it was conceived along the lines of the Law of Criminal Executions, not recover either re-socialize prisoners. There are several elements that make it impossible to obtain these goals. Among them , one can point out the strategic objectives of the state administration that are flawed to guarantee the fundamental rights to reeducation , not including in their entirety all sectors of the prison unit , thus ultimately stifle the strategic actions according to the bureaucratic procedures making the administrative process in the lengthy and flawed prison unit. From the analysis it is concluded that the strategic actions established between managers place in the prison unit formally and informally, as in the case of workers' actions was identified disjointed strategies or not connected, which are the major instigators of conflict within the unit prison. One can also determine that the current management makes use of dialogue, negotiation and promotion tools in order to limit the most harmful conflicts prison unit. As a result it was highlighted that the prison institution there is an institutionalized conflict management, nor was it found that management some mechanism of conflict resolution defined a management entirely personal conflicts but has been identified, based on the judgments of the manager on the way conflictual situations should be conducted. The research also points to the importance of further research on the action of a formal and institutionalized conflict management within a prison unit, thus contributing to the production of knowledge on the subject with few empirical studies.
