When the Independent Regulatory Agencies - ARIs were adopted in Brazil in the 1990s, it started to investigate the regulatory model in the country. The current regulatory framework has three main phases: the law, implementation and deregulation, and regulatory activities are focused on decision-making autonomy. Considering the expertise and the technical nature of the regulatory agencies, the main question that guides this research is how the adoption of the strategy model of regulation of public services in the Brazilian context impacted the telecommunications sector? The research has as main objective to analyze the strategy of adoption of the regulation of public services model in the Brazilian context and its impact on the telecommunications industry. It is appropriate to research by encouraging debate on the rules that should govern public services, to be increasingly productive, making more participatory and active society in the planning, implementation and control of public services, actively demanding their rights. It is also fundamentally believe that the present study has the proper academic contribution, since it broadens the debate about the models and tools adopted by the government in the implementation of its management processes and even in a time of great change, intends to instigate the exchange of knowledge between academia, the market and civil society. The research presents transversal approach of qualitative and is based on the interpretive paradigm (or explanatory), contemplated by subjectivism and substantiated in hermeneutics, from the perspective of institutional theory. They gathered information on the regulatory model of the strategy of public services related to the telecommunications sector, and through Anatel's Annual Reports for the period of 1999-2015, verifying the evolution of services after regulation in all segments, and realizing the expansion of some sectors (mobile telephony) over others (fixed). Part of the data was obtained through research on directly to the National Telecommunications Agency website - ANATEL, on public access to documents.
