Formação de professores alfabetizadores pelo programa pacto nacional de alfabetização na idade certa: reflexões sobre avaliação realizada por municípios

Resumo: This research, at master level, emerges from restlessness during the training path and work as a literacy teacher, especially from the participation as a researcher in the National Pact for Literacy in the Appropriate age (Pacto Nacional de Alfabetização na Idade Certa – PNAIC in the Portuguese acronym), as studies supervisor in 2016. It had as general aim know how the municipalities of the AMUREL Association (Associação dos Municípios da Região de Laguna) evaluated the implementation and performing of this program in their towns, and as specific goals: verifying who was the responsible by monitoring the actions of PNAIC in the towns; identifying how the evaluation of the program was carried out; and analyzing the relation between what is in the proposition of the Pact and the evaluation performed by the municipalities. Methodological approach for this research is the historical and dialectical materialism, and as methodological procedure, it has a documental and field research performed in five towns in the AMUREL region: a city, two towns and a village. The subjects of research were study supervisors of PNAIC, secretary of education and local coordinator. Further the documental analysis, semi structured interviews were performed, recorded with the interviewees agreement. The results show that the municipalities signed the Pact and designated a local coordination and studies supervisors, and these were the responsible by implementation and performing the continuous training and presenting the results to Capes. No movements were noticed out, about the municipality make the practical proposes learned by teachers would be effective, daily, as a literacy policy in municipalities. The practices occurred during the training because the teacher needed to make this relation, presenting results. Anyway, the training program certainly changed several literacy practices at schools, because it took several years consecutively, what allows the participants incorporate knowledge.
