Summary: This dissertation investigates the impacts of the Learning at the Right Age Program (PAIC) in the state of Ceará, from the perspective of educational equity and social justice. The central objective is to analyze how the institutional design and management strategies of the program contribute to reducing learning inequalities. Methodologically, the research is based on Stephen Ball's Policy Cycle approach, adopting a qualitative perspective. The procedures are anchored in an investigative tripod: documentary research, ethnography of networks, and bibliographic research aimed at establishing the state of knowledge of scientific articles that discuss everything from the collaborative regime and the "Escola Nota Dez" Award to the tensions generated by the external evaluation of the Permanent System for the Evaluation of Basic Education in Ceará (SPAECE). The results indicate that PAIC has consolidated itself as a state policy capable of institutionalizing cooperation between federative entities, using induction mechanisms that seek to balance merit and redistribution. It is concluded that the evolution towards MAIS PAIC and PAIC Integral reflects a maturation of the policy text in the pursuit of educational equity, although significant challenges related to regulation by performance indicators persist.
