Sažetak: | This article addresses the role of social workers in open-environment socio-educational measures within the Specialized Social Assistance Reference Center (CREAS). The objective of this work is to analyze the role of social workers in the implementation and monitoring of open-environment socio-educational measures at CREAS, highlighting their responsibilities and the main obstacles faced in their daily professional lives. Methodologically, this is an exploratory, qualitative, and bibliographical research. Six articles published between 2010 and 2024 were selected. The data were analyzed based on two axes of analysis: (1) the professional responsibilities and practices of social workers in the execution of open-environment socio-educational measures at CREAS; and (2) the challenges faced by social workers in the execution of open-environment socio-educational measures at CREAS. As a result, it was identified that professional practice is organized around welcoming, individual and family support, the development and monitoring of the Individual Care Plan (ICP), coordination with the social assistance and intersectoral network, and the production of technical reports, from a perspective oriented towards the defense of rights and the educational dimension of social work. Challenges include the lack of institutional recognition of the social worker's work, precarious working conditions, insufficient material and human resources, the absence of specific training for socio-educational care, and weaknesses in intersectoral coordination, which compromise the continuity and effectiveness of technical support. It is concluded that, although the legal framework and the ethical-political project of Social Work point towards comprehensive protection and the expansion of rights, the implementation of socio-educational measures in open settings is strongly hampered by precarious institutional conditions, the fragility of the intersectoral network, and the invisibility of socio-educational work, which reinforces the need for investment, continuing education, and strengthening the articulation between public policies. |
