Sumari: This study analyzed the role of Civil Society Organizations (CSOs) in implementing Social Assistance Policy, considering its principles, guidelines, and services, using the Associations of Parents and Friends of Exceptional Children (APAEs) as an empirical reference for understanding the possibilities of intervention by these organizations within the Unified Social Assistance System (SUAS). Project management, fundraising, articulation with the State, and the integration of activities into the public network were addressed. The research, exploratory and qualitative in nature, used documentary and bibliographic procedures, analyzing current legislation and scientific articles selected from the CAPES database, supported by Bardin's (2011) content analysis. It is concluded that APAE plays a strategic role in serving people with disabilities and can strengthen social assistance policy by expanding its participation in councils and spaces for social control, training its users for effective participation, strategically planning fundraising, and improving institutional management. These measures contribute to the realization of rights, the strengthening of participatory democracy, and the development of SUAS (Unified Social Assistance System) as a public policy.
