Expressão dessas mudanças é a criação e implementação de diversos conselhos como os conselhos gestores que se tornaram espaços de inúmeras experiências de participação popular nas políticas públicas brasileiras. Na saúde, o movimento pela redemocratização é marcado pela Reforma Sanitária que possibilitou a incorporação de suas principais propostas na Carta Magna, estruturando as diretrizes do Sistema Único de Saúde. Uma das conquistas mais importantes nesse processo participativo foi a estruturação do controle social na saúde, exercido por meio dos conselhos de saúde. Portanto, esta tese investiga a participação dos segmentos que compõem o controle social da saúde nas estruturas decisórias, situadas no âmbito dos governos locais; o caráter dos Conselhos como espaços institucionais e seu alcance como novos centros de poder decorrentes da descentralização do sistema. De modo especifico, objetivou analisar o controle social em saúde no Distrito Federal (DF) por meio do processo participativo do conselheiro de saúde das Regiões Administrativas (RA); identificar e analisar as representações sociais dos gestores, conselheiros distritais e regionais de saúde acerca do controle social em saúde e verificar as suas potencialidades e fragilidades. As categorias teórico-analíticas foram a politicidade e a democracia, tendo como referência, a perspectiva emancipatória para o processo participativo com a possibilidade de repolitização de atores e práticas sociais em todos os espaços, e de reinvenção de organizações coletivas. Trata-se de uma pesquisa teórico-prática com abordagem qualitativa sendo a metodológica orientada para a teoria das representações sociais. A análise dos dados coletados, por meio de entrevistas, foi realizada utilizando-se a técnica de análise de conteúdo, com a utilização do software ALCESTE (Análise Lexical por Contexto de um Conjunto de Segmentos e Textos). O conteúdo dos corpora e dos campos representacionais revelou ambiguidades, avanços e recuos no controle social em saúde das RA do DF, apontando práticas de gestão autoritárias em confronto com esforços contra-hegemônicos de parcela da sociedade, alicerçados em valores democráticos e participativos. Os resultados encontrados mostram que a representação social dos conselheiros e gestores acerca dos conselhos regionais de saúde do DF é a dos conselhos entendidos como apêndices da gestão e não como instância de participação. Esta representação tem como consequência práticas institucionais verticalizadas, demonstrando grandes limitações na intensidade democrática dos conselhos regionais de saúde no SUS do DF. _________________________________________________________________________________ ABSTRACTA new democratic culture was inaugurated in Brazil with the establishment of the 1988 Constitution, with the resurgence of the people’s participation in the political agenda of the country. One expression of those changes is the management boards that have become spaces of innumerable experiences of participation of the people in public policies. In the health field, the democratization movement has been marked by the Sanitary Reform that culminated with the incorporation of its main propositions to the 1988 Constitution, thus structuring the guiding principles of the Single Health System (SUS). One of the most important achievements in the democratization process of the Brazilian public policies was to structure the social control in the health field which is performed by the health boards. This thesis investigates the participation of the segments that make up the social control in the health field, in the decision making structures in the context of the local governments, as well as the nature of these boards as institutional spaces and their scope as new empowerment centers derived from the decentralization of the system. The purposes of this thesis are: analyze the social control in the health field throughout the Federal District (DF), by means of the participation of the health counselor in all its Administrative Regions (RA); identify and analyze the representation of the social managers, the district and regional health counselors, regarding the social control in the health field and verify their potentialities and weaknesses. The theoretical and analytical categories have been democracy and politics, using the emancipating perspective in the participation process as reference, with the possibility of bringing into politics the actors and social practices in all spaces as well as reinventing the collective organizations. This research is theoretical and practical, with qualitative approach and methodological orientation based in the social representation theory. The analysis of the data collected through interviews, was done using the technique of content analysis, assisted by the ALCESTE software (Lexical Analysis of a Group of Segments and Texts by Context). The content of the corpora and of the representation fields has revealed to have ambiguities, achievements and fall-backs within the social control in the health field of the RA in the DF, indicating the presence of authoritarian management practices in conflict with the counter-hegemonic efforts of a part of the society, sustained in democratic and participative values. The obtained results point towards the social representation of the counselors and managers, regarding the regional health boards of the DF, considering such boards as appendixes of management and not as instances of participation.
