Nesse contexto, o objetivo deste trabalho foi estudar a dinâmica de ocupação da cidade de São Sebastião e verificar se os estudos, projetos e planos realizados para a cidade, após a decisão de sua fixação e regularização pelo governo, se constituíram em instrumentos adequados para nortear e reordenar a ocupação urbana naquela região. Por outro lado, a pesquisa registra o sonho de pessoas simples que, mesmo por meio de grilagem de terras, lutaram para transformar um parcelamento irregular em uma cidade. Inicialmente, o desenvolvimento de São Sebastião teve uma trajetória ligada à exploração da terra por parcelamentos clandestinos voltados às classes médio-baixa e baixa, remanescente ainda da ocupação espontânea motivada por oferta de comércio de areia e exploração das olarias e cerâmicas para suprir parte da demanda à época da construção de Brasília. Desta forma a cidade foi se consolidando de forma diferenciada, afastada de qualquer rigor ligado a um planejamento urbano tradicional realizado por órgãos governamentais, desconsiderando o exuberante potencial cênico e ambiental existentes, resultando num centro urbano desprovido da qualificação tradicional de cidade. Por meio de leitura e revisão da bibliografia escolhida, do entendimento da política de ocupação urbana no DF em geral e em São Sebastião em particular, da retrospectiva histórica do desenvolvimento da cidade, do estudo de documentos, planos e projetos relativos a São Sebastião e da elaboração de mapas comparativos, foi possível constatar que, à revelia de planos, projetos e processos governamentais, a evolução daquele núcleo urbano não foi pautada pela observação rigorosa às recomendações e diretrizes estabelecidas, nem pela população nem pelo próprio governo. Isso trouxe prejuízos de variadas ordens à cidade, como poderá ser verificado ao longo do trabalho. Entender e trabalhar esta problemática tem sido ao longo do tempo um desafio para o profissional que trabalha com São Sebastião e gosta dessa cidade. _________________________________________________________________________________ ABSTRACTThis work is organized around a case study about the city of São Sebastião, in the Federal District of Brazil, located along the São Bartolomeu River. This research analyses the city dynamics occupancy, and verify if the studies, projects and plans done, after the decision of its establishment and regularization by the government, were appropriate tools to guide and reorganize the urban spread in that region. Therefore, the research describes the dreams of a gentle people who, even by wrongdoing development, struggled to transform an irregular split in a city. Sao Sebastião’s development occurred by land exploration through the formation of clandestine subdivisions, geared towards the lower and lower-middle economic classes of the populace, a process which is still reminiscent of the spontaneous occupation motivated by the availability of sand, clay, and other raw materials for brick manufacturing goods which were important to supply part of the demand during the construction of Brasília. In this fashion, the town emerged in a differentiated manner, dissociated from the lack of flexibility and rigor associated with the traditional urban planning performed by government bodies, disregarding the existent aesthetic and environmental potential, resulting in an urban center that lacks the traditional qualifications of a city. By reading and revising this work’s reference books, understanding the urban occupational politics in the Federal District and in São Sebastião in particular, by looking at the historical retrospective of the town’s development, through the study of documents, plans and projects related to São Sebastião, and the creation of comparative maps, it was possible to see that in spite of offered governmental plans, projects and processes, the development this urban center did not follow the existing recommendations and guidelines, neither by the population nor by the government. This brought detriments of various levels to the city, as it will be observed in this work.
