Summary: This dissertation aims to analyze the Agrarian Market Reform policy implemented in Brazil by the World Bank in partnership with the Brazilian State, throughout the 1990s, which consisted of the formulation of programs such as Banco da Terra and Cédula da Terra, aimed at land financing by farm workers. The general objective of this research is to analyze the institute of Agrarian Market Reform in order to understand the land problems related to this policy, in order to make a diagnosis if this policy resulted in the reduction of poverty in the countryside, or if there is a methodological incongruence in this World Bank agricultural policy implemented in Brazil. The text is organized in three chapters. The first chapter delimits to discuss the history of Brazilian territorial formation, conceptual aspects of agrarian law and the Agrarian Reform model by expropriation. Chapter two discusses the Agrarian Market Reform Model implemented in Brazil, for this purpose it seeks to understand the history and policies of Agriculture and Rural Development of the World Bank (BM) and the neoliberal policy in the field implemented in the governments of Fernando Henrique Cardoso, of in order to unravel the main points of the neoliberal programs Cédula da Terra and Banco da Terra, implemented with the argument of inserting rural people in the market and in the reproduction of capital. The third chapter presents the position of the social movements fighting for land, before the neoliberal policies that were implemented in an attempt to replace the Agrarian Reform model by expropriation and, finally, presents the legacy of this implemented Agrarian Reform model, an evaluation of the results of these programs that move the discussions that prevail to the present day around the theme, mainly in the recurring indebtedness of the beneficiaries of these policies.
