Streszczenie: | This work is an analysis of public governance in the agencies of the Brazilian federal administration, with emphasis on the case of the Federal Police, and how this concept can contribute to efficiency, institutional autonomy and the fight against corruption through its role as an instrument to reduce political interference in the appointment of chiefs and other functions. We also sought to learn about the reality of the Spanish National Police from its regulations and through interviews, as a way of stimulating debate and reflection on the Brazilian reality. Based on qualitative and quantitative data, in addition to the diagnoses provided by the 2021-2023 Strategic Plan of the Federal Police, bibliographic research, survey of relevant legislation and participant observation, we sought to analyze the exercise of leadership from leadership positions and how it can occur legitimately and efficiently if criteria such as knowledge, experience, skills and attitudes are considered, contributing to the motivation of officers and institutional development. To this purpose, we have structured our study in an introductory part, where we present, in addition to general ideas, the theoretical and methodological background that will guide our analysis. Subsequently, we address the Brazilian Federal Police and the Spanish National Police, as well as the concepts of governance and more specifically leadership as one of its aspects, its impact on the management of public security and the contrast between the two institutions. The analysis shows that there is a considerable loss of efficiency and motivation among civil servants, resulting from the lack of implementation of new management models based on merit, competition and transparency, the absence of a career and professional horizon and the permanence of outdated practices and laws in the Brazilian public administration. All these negative points were considered institutional risk factors. |

Buscamos também conhecer a realidade da Polícia Nacional espanhola a partir de seus normativos e através de entrevistas como forma de estimular o debate e a reflexão sobre a realidade brasileira. Tendo por base dados quali-quantitativos, além de diagnósticos trazidos pelo Plano Estratégico 2021-2023 da própria Polícia Federal, pesquisa bibliográfica, levantamento da legislação pertinente e observação participante, busca-se analisar o exercício da liderança a partir dos cargos de chefia e como a mesma pode se dar de forma legítima e eficiente se forem considerados critérios como conhecimento, experiência, habilidades e atitudes, contribuindo para a motivação dos servidores e para o desenvolvimento institucional. Para tal, estruturamos nosso estudo em uma parte introdutória, onde expomos, além das ideias gerais, o embasamento teórico e metodológico que orientará nossa análise. Posteriormente tratamos da Polícia Federal brasileira e da Polícia Nacional da Espanha, além de abordar os conceitos de governança e de forma mais específica da liderança como um dos seus aspectos, seus impactos na gestão da segurança pública e do contraste de ambas as instituições. A análise demonstra que existe uma perda considerável de eficiência e motivação dos servidores resultantes da falta de aplicação de novos modelos de gestão baseados no mérito, competência e transparência, na ausência de carreira e horizonte profissional e na permanência de práticas eleis antiquadas na administração pública brasileira. Todos estes pontos negativos foram considerados como fatores de risco institucional.Este trabajo es un análisis de la gobernanza pública en los órganos de la administración federal brasileña, con énfasis en el caso de la Policía Federal de Brasil, y cómo esta herramienta puede contribuir a la eficiencia, la autonomía institucional y la lucha contra la corrupción a partir de su desempeño como instrumento para reducir la interferencia política en los nombramientos de jefes y de otras funciones. También se busca conocer la realidad de la Policía Nacional de España desde su normativa y a través de entrevistas con el objetivo de fomentar el debate y la reflexión sobre la realidad brasileña. Con base en datos cualitativo-cuantitativos, además de diagnósticos aportados por el Plan Estratégico 2021-2023 de la propia Policía Federal, revisión bibliográfica, levantamiento de la legislación pertinente y observación participante, se busca analizar el ejercicio del liderazgo desde los altos cargos y cómo estos mismos pueden darse de manera legítima y eficiente si se consideran criterios como el conocimiento, experiencia, habilidades y actitudes, contribuyendo a la motivación de los funcionarios y al desarrollo institucional. Para ello, hemos estructurado nuestro estudio en una parte introductoria, donde exponemos, además de las ideas generales, las bases teóricas y metodológicas que guiarán nuestro análisis. Posteriormente, se examinan la Policía Federal de Brasil y la Policía Nacional de España, además de abordar los conceptos de gobernanza y, más específicamente, de liderazgo como uno de sus aspectos, sus impactos en la gestión de la seguridad pública y el contraste de ambas instituciones.
