Sumari: | This work is an analysis of public governance in the agencies of the Brazilian federal administration, with emphasis on the case of the Federal Police, and how this concept can contribute to efficiency, institutional autonomy and the fight against corruption through its role as an instrument to reduce political interference in the appointment of chiefs and other functions. We also sought to learn about the reality of the Spanish National Police from its regulations and through interviews, as a way of stimulating debate and reflection on the Brazilian reality. Based on qualitative and quantitative data, in addition to the diagnoses provided by the 2021-2023 Strategic Plan of the Federal Police, bibliographic research, survey of relevant legislation and participant observation, we sought to analyze the exercise of leadership from leadership positions and how it can occur legitimately and efficiently if criteria such as knowledge, experience, skills and attitudes are considered, contributing to the motivation of officers and institutional development. To this purpose, we have structured our study in an introductory part, where we present, in addition to general ideas, the theoretical and methodological background that will guide our analysis. Subsequently, we address the Brazilian Federal Police and the Spanish National Police, as well as the concepts of governance and more specifically leadership as one of its aspects, its impact on the management of public security and the contrast between the two institutions. The analysis shows that there is a considerable loss of efficiency and motivation among civil servants, resulting from the lack of implementation of new management models based on merit, competition and transparency, the absence of a career and professional horizon and the permanence of outdated practices and laws in the Brazilian public administration. All these negative points were considered institutional risk factors. |
