Governança e Eficiência nas Compras Públicas: O Poder de Compra Estatal como Instrumento de Desenvolvimento Regional Sustentável

Summary: The State’s purchasing power represents an important public policy instrument capable of fostering regional development, promoting economic inclusion, and contributing to the reduction of social inequalities. The main objective of this dissertation is to analyze how public procurement, especially under the framework of Law N.o 14,133/2021, can favor the participation of micro and small enterprises (MSEs) in bidding processes and, consequently, drive improvements in social and economic indicators in the country’s most vulnerable regions. The research employed a deductive method, using a mixed-methods approach: in the quantitative dimension, data were collected and analyzed from over 9 million procurement items, public expenditures, indicators from the Municipal Human Development Index (MHDI), the Continuous PNAD survey, and extreme poverty rates between the years 2010 and 2024; in the qualitative dimension, a case study was conducted, along with a systematic literature review, semi-structured interviews with public managers, and observation of public electronic bidding sessions. The results indicate a positive relationship between the increased participation of MSEs in public contracts and the improvement of municipal human development, as well as a reduction in extreme poverty. It is concluded that public procurement constitutes a relevant tool for promoting sustainable development, provided it is accompanied by sound governance practices, effective legal frameworks, coordinated intersectoral policies, and monitoring instruments. Institutional recommendations are proposed to enhance regional inclusion mechanisms, strengthen the role of subnational entities, and improve the effectiveness of public policies through government contracting.

Nesse sentido, busca-se, nesta dissertação, analisar de que modo as compras públicas, especialmente à luz da Lei n.º 14.133/2021, podem favorecer a participação de Micro e Pequenas Empresas (MPEs) nos processos licitatórios e, consequentemente, impulsionar melhorias em indicadores sociais e econômicos nos territórios mais vulneráveis do Brasil. Considerou-se o método dedutivo, com uma abordagem mista: no campo quantitativo, coletaram e analisaram-se dados de mais de 9 milhões de itens licitados, empenhos públicos, indicadores do IDHM, da PNAD Contínua e da taxa de extrema pobreza, entre os anos de 2010 e 2024; no campo qualitativo, realizaram-se estudo de caso, revisão sistemática de literatura, entrevistas semiestruturadas com gestores públicos e observação de sessões públicas de pregão eletrônico. Os resultados apontam que há relação positiva entre o crescimento da participação das MPEs nas contratações públicas e a elevação do desenvolvimento humano municipal, além da redução da extrema pobreza. Conclui-se que as compras públicas constituem uma ferramenta relevante de promoção do desenvolvimento sustentável, desde que acompanhadas por boas práticas de governança, marcos jurídicos eficazes, políticas intersetoriais articuladas e instrumentos de monitoramento.
