Streszczenie: | Assuming that communication can be an effective tool for consolidation of rights, this work seeks to expose the concepts of citizenship and welfare state, focusing on the development of these practices in Brazil. Notions of communication will be presented in order to clarify what defines the public sphere, in which occur discussions of collective importance, culminating in the definition of public communication and its typology. Finally, some examples related to public health in Brazil may illustrate how the use of communication can be strategic to ensure the constitutional rights of the population. |
