Summary: | It is important to know the reading conceptions which support its practice. To do so, Brazilian and Mozambique national reading plans were analysed in order to identify the reading conceptions that underlie them, and the possible convergence and divergence points between them. The study resorted to a documentary analysis of the official booklets presenting these policies. This analysis allowed to understand that none of the plans mentioned in depth the reading conceptualizations, although the Brazilian plan explicitly announces a vision of reading as being a social practice and the Mozambican plan oscillates between different perceptions of the reading act. In addition, the first one privileged access to books as a cultural asset, while the second one directs special attention to the reading promotion in the school sphere. Despite such dissonances, on both plans the reading competence is identified as a condition and/or an instrument for the citizenship exercise and for the cultural diversity affirmation. |

Para ello, se analizaron los planes nacionales de lectura de Brasil y Mozambique con el objetivo de identificar los conceptos de lectura que los sustentan, y los puntos de convergencia y divergencia entre ellos. El estudio utilizó un análisis documental de los cartillas oficiales que presentaban estas políticas. Este análisis mostró que ninguno de los planes se refiere en profundidad a los conceptos de la lectura, aunque el plan brasileño anuncia explícitamente una visión de la lectura como práctica social y el plan mozambiqueño oscila entre diferentes percepciones del acto de la lectura. Además, el primero privilegia el acceso a los libros como un bien cultural, mientras que el segundo dirige una atención especial a la promoción de la lectura en el ámbito escolar. A pesar de esas disonancias, en ambos planes la competencia lectora se señala como una condición y/o un instrumento para el ejercicio de la ciudadanía y para la afirmación de la diversidad cultural.É importante conhecer concepções de leitura que fundamentam a sua prática. Para isso, foram analisados os planos nacionais de leitura do Brasil e de Moçambique com o objetivo de identificar concepções de leitura que os fundamentam, e eventuais pontos de convergência e de divergência entre eles. O estudo recorreu a uma análise documental das cartilhas oficiais de apresentação dessas políticas. Essa análise permitiu perceber que nenhum dos planos refere de forma aprofundada conceitualizações de leitura, embora o plano brasileiro anuncie explicitamente uma visão de leitura como prática social e o plano moçambicano oscile entre distintas percepções do ato de ler. Ademais, o primeiro privilegia o acesso ao livro na qualidade de bem cultural, enquanto o segundo dirige especial atenção à promoção da leitura na esfera escolar.
