The focus of the investigation lies in the interactions that occur between the mayors, technicians and councilors of the different municipalities of the region. Based on interviews and document analysis, the study proposes to examine the underlying motivations, as well as the challenges and potentialities inherent in collaboration between municipalities.The initial context reveals the geographic and socioeconomic diversity that characterizes Ave, where we note the discrepancies in terms of needs and resources available to satisfy them. Furthermore, it is important to highlight that the municipalist tradition plays a significant role in mayors' decisions regarding the possibility of cooperating between municipalities. Within this context, the term 'municipalism' implies a strong emphasis on the local interests of municipal authorities, who place emphasis on resolving issues within their own municipalities, occasionally to the detriment of inter-municipal considerations. In the reality where we find ourselves, cooperation should be seen as a continuous effort to reconcile short- and long-term interests, aiming for the well-being and sustainable development of the region.Interpersonal relationships between the various actors involved emerge as a crucial element in promoting intermunicipal cooperation. Trust, in particular, is identified as an essential foundation, facilitating information sharing and joint decision-making. Such as social capital, which emerges as a key variable, providing a substantial incentive for cooperation through the development of solid and collaborative social relationships. The formation of interpersonal bonds and empathy between stakeholders play a fundamental role in promoting harmonious collaboration.Having said that, one of the notions that based a large part of the study was that of induced cooperation, which we explained and confirmed throughout the dissertation. Induced cooperation refers to collaboration driven by factors external to Local Government, such as government regulations whether originating from the Central State or higher authorities, such as financial incentives. In this context, the decentralization of functions and the availability of external financing act as engines for intermunicipal cooperation, encouraging municipalities to work together in the search for joint solutions and projects to take advantage of this financing.The study finds that education and mobility emerge as key sectors in intermunicipal cooperation in NUT III Ave. Education plays an important role due to the creation of links between the councilors responsible for this area, which enables a collaborative and proactive approach in resolving common challenges. On the other hand, mobility policies were driven by the decentralization of functions. This plays a significant role, but also raises considerable challenges due to its complexity and size.In short, this analysis aims to provide a better perception of the dynamics of intermunicipal cooperation in the Ave region, highlighting the importance of interpersonal relationships and mutual trust. The study highlights the potential of cooperation to overcome challenges and promote the sustainable development of the territory, and otherwise, highlights the need to strengthen social relations as a basis for building a cohesive and effective intermunicipal community.Esta dissertação explora as complexas dinâmicas de cooperação intermunicipal no território do Ave, em Portugal. O foco da investigação reside nas interações que ocorrem entre os autarcas, técnicos e vereadores das diferentes autarquias da região. Utilizando como base entrevistas e análise de documentos, o estudo propõe examinar as motivações subjacentes, tal como os desafios e potencialidades inerentes à colaboração entre municípios.O contexto inicial revela a diversidade geográfica e socioeconómica que caracteriza o Ave, onde notamos as discrepâncias existentes em termos de necessidades e recursos disponíveis para as satisfazer. Além disso, é importante salientar que a tradição municipalista desempenha um papel significativo nas decisões dos autarcas em relação à possibilidade de cooperar entre municípios. Dentro deste quadro, o termo 'municipalismo' implica uma forte ênfase nos interesses locais das autoridades municipais, que colocam o destaque da resolução das questões dos seus próprios municípios, ocasionalmente em detrimento das considerações intermunicipais. Na realidade onde nos encontramos, a cooperação deveria ser encarada como um esforço contínuo para conciliar interesses de curto e longo prazo, visando o bem-estar e o desenvolvimento sustentável da região.As relações interpessoais entre os diversos atores envolvidos emergem como um elemento crucial na promoção da cooperação intermunicipal. A confiança, em particular, é identificada como um alicerce essencial, facilitando a partilha de informações e a tomada de decisões conjuntas. Tal como o capital social, que surge como uma variável chave, proporcionando um incentivo substancial à cooperação por meio do desenvolvimento de relações sociais sólidas e colaborativas. A formação de laços interpessoais e a empatia entre os intervenientes desempenham um papel fundamental na promoção de uma colaboração harmoniosa. Posto isto, uma das noções que baseou grande parte do estudo foi o de cooperação induzida, que no decorrer na dissertação explicitamos e confirmamos. A cooperação induzida refere-se à colaboração impulsionada por fatores externos ao Poder Local, como regulamentações governamentais sejam estes oriundos do Estado Central ou de instâncias superiores, tal como incentivos financeiros. Nesse contexto, a descentralização de competências e a disponibilidade de financiamento externo agem como motores para a cooperação intermunicipal, incentivando os municípios a trabalharem juntos na busca de soluções conjuntas e de projetos para aproveitar esse financiamento.O estudo constata que a educação e a mobilidade emergem como setores-chave na cooperação intermunicipal na NUT III Ave. A educação assume um papel de relevo devido à criação de vínculos entre os vereadores responsáveis por esta área, o que possibilita uma abordagem colaborativa e proativa na resolução de desafios comuns. Por outro lado, a mobilidade, foi impulsionada pela descentralização de competências. Esta desempenha um papel significativo, mas também suscita desafios consideráveis devido à sua complexidade e dimensão.Em suma, esta análise pretende fornecer uma melhor perceção sobre as dinâmicas da cooperação intermunicipal na região do Ave, realçando a importância das relações interpessoais e da confiança mútua.
