Resumo: | Although in the global context much is said about Governance, in the Brazilian public environment it is still incipient, and its concept is polysemic and even confusing. In public administration, this situation is aggravated by the political indication of managers who lack knowledge of governance and management. In this scenario, Governance is implemented with failures and / or not implemented. Considering the benefits that good governance can bring to public institutions, the general objective of this dissertation is the construction of a model proposal for the implementation of Organizational Governance in Brazilian public bodies and entities; and the main specific objectives are the segregation of the responsibilities of Governance and management and the positioning of Governance in the organizational structure. The methodology used is qualitative, of an applied nature, and exploratory objective, complemented by the procedures of bibliographic research, document analysis and content analysis. As a result, a model proposal for the implementation of Organizational Governance in public bodies and entities is presented; the main responsibilities of Governance and management are segregated; the positioning, structure and dynamics of Public Organizational Governance are presented; and, in addition, a specific concept for this Governance is defined, in addition to the polysemy. However, good governance also depends on changing the culture of managers, geared to the public interest, guided by ethical conduct, with space for interested parties and measurement of results from the perspective of the citizen. Correctly implemented governance will strengthen planning and public administration, and will help to minimize misconduct, improve the services provided and achieve good results for the organization, users, society and the State. |
