סיכום: | Immigration is a global phenomenon driven by diverse factors. This process has played a fundamental role in shaping Brazil as a nation, whose population largely consists of immigrants and their descendants. However, learning the language and culture of a new country can pose significant challenges for these individuals. This study focuses on the concept of language within welcoming contexts, specifically investigating the factual meaning of the term “welcoming language” (WL). As a thematic delimitation, we explore which concept of language should be mobilized to effectively welcome foreign students, ensuring that the social role of language teaching is fulfilled—particularly in refugee migration contexts. The central research question is: “What concept of language should guide initiatives aimed at welcoming foreign students, and what are its implications for language education?”. The general objective is to identify the concept of language activated during the welcoming process to address the social needs inherent in language teaching for foreign students. To achieve this, the specific objectives are: (a) to review different concepts of language; (b) to highlight the social relevance of teaching the reception language and (c) to understand findings from Law and Sociology research that relate to linguistic issues. This study is justified by its social and academic contributions, as it addresses foundational aspects of contemporary discursive realities related to immigrants’ and refugees’ linguistic and social integration. By emphasizing the importance of teaching a welcoming language, this research fosters reflections that may contribute to developing public policies and educational practices aimed at the inclusion and cultural and linguistic empowerment of immigrants. The theoretical framework integrates concepts from complementary fields. We begin with Sociology, drawing on Castles (2011) to understand global migration. Next, we consider Law, referencing Ribeiro Brasil (2020) and De Oliveira & Da Silva (2017). Finally, we explore Portuguese as a Welcoming Language (WL), through Grosso (2010), São Bernardo & Barbosa (2018), and broader Linguistics perspectives from Marcuschi (2000) and Rajagopalan (2004). In terms of nature, this is basic research aimed at producing new knowledge to contribute to scientific development, without necessarily seeking immediate practical application. Regarding objectives, the study is exploratory. As for technical procedures, it is a bibliographic study based on the analysis of previously published materials, particularly scientific articles, dissertations, and theses. The research highlighted the complexity and transversality of the concept of language, especially regarding the context of reception, whose understanding requires a dialogue that goes beyond the boundaries of linguistics and may involve fields such as Sociology, Law, and Public Policy. The concept of language we advocate for requires an approach to teaching that goes beyond the traditional focus on formal aspects, recognizing language as an essential means for the social, cultural, and educational integration of migrants. We observed that the teaching of Portuguese as a Host Language (PLAc) still lacks structured recognition in educational policies, such as in the BNCC. We advocate for the urgency of permanent public policies, intercultural teacher training, and the appreciation of migrants' linguistic repertoires. It is essential that PLAc be treated as a right and a matter of State policy, rather than an isolated action, so that it contributes to a more inclusive, democratic school that is aligned with contemporary diversity. |
